TheHOPE Programme will be responsible for preparing and arranging for a list of participating private universities, university colleges, colleges and other institutions of higher learning.
Care will be taken to ensure that participating private higher learning institutions have the required approvals from the Ministry of Higher Learning (MOHE) and Malaysian Qualification Agency (MQA).
Participating into HOPE Programme is by invitation. Endorsement and support may be provided by the Malaysian Association of Private Colleges & Universities (MAPCU) or National Private Higher Educational Institutions (NAPEI). |

The HOPE Programme will also provide a list of courses and number of places pledged by participating IPTS to qualified candidates who were unsuccessful in obtaining places in IPTAs. |

There will be three tiers of courses available under the foundation: |

Tier A : Degree courses (for qualified STPM leavers); and |
|
| |
|
Tier B: Diploma, matriculation and other foundation courses (for qualified SPM leavers) |
|
| |
|
Tier C: Diploma, matriculation and other foundation courses (for UEC qualified students) |

The HOPE Programme will take care that courses on the list have been approved, obtained ‘standard minima’ or accredited by the Malaysian Qualifications Agency (MQA), are approved by the Ministry of Education and meet other regulatory requirements. |
