There will be three tiers of students under the scheme. They are:
a) Students with STPM qualification: to be eligible for degree courses offered by local private universities or university colleges, and/ or twinning degrees offered by private colleges in collaboration with their foreign university partners;
b) Students with SPM qualification: to be eligible for ‘niche programmes’ offered a diploma level or to pursue a foundation level course.
c) Malaysian students with UEC qualifications.
d) Current College/University students are not eligible to apply through HOPE Programme.

Students will have to meet the eligibility and entry requirements for each course. The minimum standards set are:

a) For STPM students: to obtain a Cumulative Grade Point Average (CGPA) of at least 2.0, and at least 5 credit passes at SPM level;
b) For SPM students: to obtain at least 3 Credits at SPM.
c) For UEC students: to obtain qualifications equivalent to 3 credits at STPM.

There may be other criteria set, depending on the programme or course in question.
