There will be two tiers of students under the scheme. They are:

  1. Students with STPM qualification: to be eligible for degree courses offered by local private universities or university colleges, and/ or twinning degrees offered by private colleges in collaboration with their foreign university partners;
  2. Students with SPM or UEC qualification: to be eligible for ‘niche programmes’ offered a diploma level or to pursue a foundation level course.
  3. Malaysian students with UEC qualifications.

Students will have to meet the eligibility and entry requirements for each course. The minimum standards set are:

  1. For STPM students: to obtain a Cumulative Grade Point Average (CGPA) of at least 2.0, and at least 5 credit passes at SPM level;
  2. For SPM or UEC students: to obtain at least 3 Credits at SPM.
  3. Current College/University students are not eligible to apply through HOPE Programme.
